When we punish a criminal with jail, we spend more on punishing the criminal than on helping the victim.

Criminal courts don’t award costs of damage against criminals. Mostly awarding costs would be futile, they can’t pay. So the taxpayer (the general victim) pays the prison costs and the specific victims pay the cost of the crime; make good the damage, replace stolen items, pay for treatment, survive lost income, overcome truama, get on with life in sometimes permanently reduced ways.

Who do we care about more? The victim and repairing their lives? Or the criminal and taking revenge?

For an answer, follow the money.
